SPLM Secretary-General Suspended For Mismanaging Party Affairs, Committee To Probe

South Sudanese President Salva Kiir has suspended the Sudan People’s Liberation Movement (SPLM) Secretary-General Pagan Amum for allegations of mismanaging the party affairs.

JUBA, 24 July 2013 [Gurtong] - The order cited as number 1 2013 read by the state radio Juba last evening has accused Pagan Amum of mismanaging the party affairs administratively and politically, discrediting the SPLM, inciting tribal sentiments and undermining and disrespecting the party leadership.

Pagan Amum who is also the current Chief Negotiator of South Sudan on post secession issues with Sudan is being challenged to have in procedurally challenged President Salva Kiir for suspending the two national ministers of Finance and Economic Planning Kosti Manibe and that of Cabinet Affairs Deng Alor last month.

A committee has also been constituted to investigate Pagan over the allegations.

Hon. James Wani Igga the Speaker of the National parliament is being appointed as the head and joined by his Deputy Speaker Daniel Awet, SPLM senior member and Jonglei State Governor Kuol Manyang, SPLM senior member Hon. Opoch Nibong an MP in the National parliament and Hon. Bashir Bandi from the National parliament and also SPLM senior member.

An activist has last week challenged that Pagan’s public appearance early this month to challenge his Boss was inprocedural saying the Secretary General could have used the party structures to challenge the President.

However, party constitution says that the Secretary General may be removed from office by decision of the NLC supported by two thirds majority of its membership upon the recommendation of the Chairperson or on the request of at least one third of the membership of the Political Bureau (PB).

The committee is expected to finish its work within 30 days.

President Salva Kiir in a decree last evening also sacked his cabinet, Vice President Riek Machar who had recently hinted in an interview that he might challenge for the SPLM leadership before the 2015 national elections and had already been stripped of some his duties in April.

No more details were immediately available and it is not clear when a new a new cabinet will be appointed and the ministries would be managed by the under-secretaries.
