IGAD Making A Choice For Conflict Over Renegotiating R-ARCSS

PDM is dismayed that IGAD has made a choice for conflict and is not in favour of renegotiating R-ARCSS to include legitimate demands of the non-signatories. The IGAD Special Envoy is asking non-signatories to join implementation of R-ARCSS only, but not to discuss where amendments of the non-signatories could be incorporated to make it inclusive by power-sharing between the peoples of Equatoria, Bahr al Ghazal and Upper `Nile regions.
 
The consultation held on 25th February 2019 by IGAD special envoy for South Sudan with Lt General Thomas Cirilo in Addis Ababa about stopping the war in Yei is misplaced, because IGAD knows well who started it. It wasn't NAS who violated the 21st December 2017 CoHA. The talks about stopping the war in Yei should be with President Salva Kiir in Juba and not in Addis Ababa. The TGoNU headed by President Salva Kiir is the other un-named party to the conflict in Yei as came in IGAD’s statement.
 
The talks for reviewing R-ARCSS to amend the flawed agreement are welcome and that is what IGAD needs to do, but not calling for joining implementation of the flawed R-ARCSS by the non-signatories in its current form. The IGAD well knows the position of the non-signatories on joining implementation of R-ARCSS in its current form that they opposed and did not approve of it as a basis for a just and sustainable peace in the country.
 
It has to be pointed out that IGAD mediation principles are flawed, imposing a high cost for a further transition to maintain impunity and dictatorial rule.
 
IGAD are letting the Jieng Council of Elders Juba regime to commit atrocities in Equatoria to coerce opposition into submission to R-ARCSS. The IGAD and Juba JCE regime are in cahoots, as IGAD is silent about sanctioning President Salva Kiir for waging war in Equatoria and causing the flight of 5000 more civilians into refuge and 8000 more displaced.
 
 Who are the “other parties” to the conflict in IGAD’s statement without their proper names?
 
The joint statement by Christian Church and Moslem leaders in Yei, clearly indicted the Kiir's government and are holding it responsible for burning villages, destroying means of livelihoods for civilians and causing their displacement with impunity. It's a scorch earth and deliberate policy to harm and cause maximum damage to the civilian population as punishment for presence of armed opposition groups in Yei territories. IGAD is unwilling to issue condemnation of the party that is burning down villages in Yei and destroying their properties to force them into refuge or displacement camps away from their villages, crimes for which Salva Kiir’s government must be held accountable.

PDM calls upon the AU, IGAD, UN and TROIKA to recognize the urgency and need for a Peoples based alternative SSNDA[1] NADAFA[2] government for our country, which puts the human rights, peoples’ rights and the rule of law first, for a just and lasting peace to be established and nurtured by all the people of South Sudan.
