CEPO Urges Peace Parties To Comply With IGAD Deadlines

Community Empowerment for Progress Organization (CEPO), a leading civil society organization in South Sudan, is urging parties to the revitalized peace agreement to comply with IGAD’s recent call for the establishment of the national re-constituted parliament and formation of state and county government structures as provided for in the 2018 revitalized peace deal.

In a press statement extended to Gurtong on Saturday, CEPO’s Executive Director Edmund Yakani said delaying the formation of the full government structures undermines efforts towards the full implementation of the revitalized peace deal.

“I would like to take this opportunity to urge the South Sudan parties to the Revitalized Agreement on the Resolution of the Conflict in Republic of South Sudan (R-ARCSS) and the Revitalized Transitional Government of National Unity (RTGoNU), the Presidency to comply with the recent IGAD given deadlines for accelerating the genuine implementation of the R-ARCSS”

Edmund stressed that “Genuine implementation of the R-ARCSS is a number one priority for every South Sudanese and political stalemates that contribute to further delay of genuine implementation of the R-ARCSS is unacceptable and amount to clear demonstration of either limited or lack of political will to implement the R-ARCSS”

Mr. Edmund Yakani expressed concerns that already one of the key deadlines contained in the Communique of the 71st Extraordinary Session of the IGAD Council of Ministers held on 23 April 2020 has been missed.

“The council had urged that the incumbent transitional National Legislative Assembly should have been dissolved by 30th April 2020 and for it to be re-structured and re-constituted before 10th of May 2020” he added.

Yakani commended the parties for reaching a compromise on the power sharing at the state levels but demands for official confirmation from the RTGONU and the Re-constituted Joint Monitoring and Evaluation Commission, RJMEC.

“Also, the responsibility sharing at the state and local government levels is required to be resolved by the parties before the expiry of the timeline of 15 days, which will end on 8th May 2020. We already read encouraging information in the print media that the parties have reached into solution on the issue of the responsibility sharing at the states level but we await an official confirmation of this claim from RJMEC”, he said.

Yakani said any act for gaining a sustainable peace and stability in South Sudan is based on genuine implementation of the R-ARCSS. He said the R-ARCSS is the only political instrument at hand for transforming South Sudan from violence to peaceful co-existence. “Playing around with the R-ARCSS implementation is playing with the future of the nation”, Mr. Yakani reiterated.

CEPO further urges the parties to the Peace Agreement in general and the Revitalized Transitional Government of National Unity and the presidency in particular to take necessary steps in demonstrating commitment for genuine implementation of the R-ARCSS in accordance with the IGAD Council of Minister decisions of 24th April 2020.

Mr. Yakani also urges the IGAD leadership and RJMEC to closely follow up and ensure the parties to the R-ARCSS to comply with the deadlines for genuine implementation of the R-ARCSS.

“We are impressed with the R-JMEC regular performance in alerting the parties about compliance with the R-ARCSS provisions and we need more work done to ensure the parties implement the peace agreement to restore hope, trust and confidence in the civil population”, he concluded.
