SECTION I – Background
A. Sudan BRIDGE Program
Winrock International’s US Agency for International Development (USAID)-funded Building Responsibility for Delivery of Government Services (BRIDGE) Program strengthens the ability of state and county governments in South Sudan to plan and deliver essential services and empowers communities to become active partners in their development and reconstruction. In addition to helping state and county governments set up and adopt key functional procedures and systems by building their skills and knowledge through training, Sudan BRIDGE also builds their technical skills through practical, on-the-ground implementation that facilitates the delivery of peace dividends. At the same time, South Sudan BRIDGE’s sector programs in Water and Sanitation, Education, and Agriculture put a practical face on the work of developing good governance at the state level and below. BRIDGE integrated approach creates a model for success by addressing key service delivery areas while also building the skills and knowledge of government to deliver those essential services and promoting dialogue between government officials and communities. By building the ability of government to plan, design, and implement coherent services while simultaneously fostering mechanisms for citizen input and oversight, South Sudan BRIDGE serves as an important link in USAID’s overall strategy to transition efforts in South Sudan from relief to development.
B. Water Sanitation and Hygiene (WASH) Component Objectives
The Sudan BRIDGE WASH Component assists state-level governments in the delivery of improved water and sanitation services while simultaneously building government capacity in the planning, building, and maintenance of water and sanitation systems.
C. Borehole rehabilitation and repair sites

SECTION II – Application Information
A. IFB Purpose and Conditions
The purpose of this IFB is to solicit Local private contractors to rehabilitate ten (10) boreholes in Northern Bahr Al Ghazal State/ Aweil North County in South Sudan under the South Sudan BRIDGE WASH Component. This will be conducted through a competitive bidding and tendering process and is open to all firms specializing in water and sanitation works. The general Technical diagnosis for the 10 boreholes has been carried out and defects detailed listed under section C in this IFB.
1. The Bidders shall s therefore be required to submit detailed cost per unit breakdowns for repair/rehabilitation of each borehole
2. The bidders shall submit a detailed work plan with timelines on how to carry out the rehabilitation and repairs
3. The bidders should be registered either as an association of hand pump mechanics, drilling or water related construction works
4. The bidder have experience in carrying out similar works and should provide at least one recommendation either from the local authorities or former clients
5. Evidence of knowledgeable, experienced and skilled teams (capacity statements must be submitted
6. Implementation of the activities outlined in this IFB is expected to begin immediately after the award and signature of the contract. The successful bidders shall complete all repairs and rehabilitation works and documentation within thirty (30) days of the contract start dates. Applicants will determine the costs necessary to implement the activities indicated in the IFB.
7. The applicant’s price for the work to be proposed under this IFB will be fixed and expressed in Sudanese Pounds SSP inclusive of all costs, taxes, and profit. Applicants should specify the cost per borehole to be rehabilitated which will be the basis for the activity.
8. All proposals, including annexes and all supporting documents, must be submitted in English only.
9. The bids will be opened by Winrock International/South Sudan BRIDGE designated bid analysis committee and contractors will be notified of the selection via email and/phone call

11. Filled Certificate regarding anti terrorism financing certificate as attached to this IFB Attachment 1
C. Evaluation of Applications
Applications will be reviewed by a Technical Evaluation Panel according to the criteria outlined below. All applicants will be notified of final decisions by email.

D. Submission of Applications
Applicants should submit sealed envelopes containing one original application and a copy of each application by 1700 hours East African Time on Wednesday 23rd May, 2012 to the following address:
For local contractors submit your final and best offer in sealed envelopes to Winrock BRIDGE Compound in Aweil-NBG- Republic of South Sudan. (With the same above deadline)
Winrock International will not receive any delayed quotes that might reach after the deadline.
PLEASE NOTE:
· All Sealed envelopes should have the IFB number/ IFB name clearly written on the envelope in order to classify per tender in addition to the name of the contractor and his contact details (phone numbers / email addresses), envelopes with no IFB number or name will be neglected.
· Winrock International accepts no responsibility and is under no obligation to reimburse applicants for the costs associated with preparation of their applications.
· Winrock International reserves the right to award to more than one bidder or to reject all applicants and cancel the solicitation at any time.
