GENERAL

• On 28 November, PDSRSG Zerihoun left for Abuja to attend the Head of State level AU Peace and Security Council meeting from 29 November. USG for Peacekeeping Guehenno heads the UN delegation.

• On 28 November, AU chief negotiator Dr. Salem Ahmed Salem told press that fighting in Darfur should not impede the dialogue process and efforts to achieve sustainable peace. He said that he had informed the Senior Assistant to the President Minnawi on AU efforts to include non-DPA signatories in the peace process and that the AU continues its efforts to improve Sudan - Chad relations. During his visit in Khartoum, he discussed with the Chairman of the CPA Assessment and Evaluation Commission Vraalsen on ways of utilizing the experience of the Commission for the DPA implementation.

• On 28 November, the Ministry of Justice issued a press statement condemning the adoption of Central Equatoria and Lakes States constitutions without compatibility certificates of the Ministry, stating that it was a violation of the Interim National Constitution and advised the States to reconsider.

• On 28 November, the Conference of the Arab-Chinese Relations opened in Khartoum. VP Taha stated at the conference that relations between nations should be based on mutual respect and non-intervention in each other's internal affairs. He welcomed the "remarkable consolidation" of Arab-Chinese relations in political, economic and trade affairs.

• On 28 November, President Bashir reiterated Sudan's rejection of Resolution 1706. On the celebrations of the National Martyr Day in Dongola, he described the incentives presented by the Western countries to the government to accept the international troops in Darfur as an insult to the nation. He said that the international troops are not intended to keep security in Darfur but to dismantle Sudan, referring to the massacres being committed by the foreign troops in Iraq.

• On 28 November, Mahamat Nouri, the leader of Chadian rebel UFDD, stated to media that a government military plane was shot down with a ground-to-air missile which the UFDD captured in fighting in Abeche. Chadian Communications Minister Doumgor stated that a reconnaissance plane failed to return to its base without clarifying the reason, but added that Chad is in a state of war with forces that come from Sudan and it considers itself attacked by Sudan. Meanwhile, Sudanese Foreign Ministriy spokesperson Al Saddiq said that this was not the first time such statement had been issued and reiterated Sudan’s commitment to the Tripoli agreement.

UN Police

• Two young girls perished when fire destroyed their residence in Nyakamama area of Yei town. UN Police are working with local police to ensure that the investigation into the fire is thoroughly conducted.

• UN Police continue to work with donor countries to improve the police services in Sudan. Letters of Agreement were signed with the Permanent Mission of Norway and the Royal Danish Embassy to support training for GoS Police and to support the UN Police capacity building Programme for GoS in Khartoum.
