Fertit, Luo and Dinka Marial Bai of Bahr El-Ghazal Reconciliation Conference in Khartoum

The 35 ethnic communities of Fertit, including the Luo, popularly known among the Dinka as Jur Chol, and the Dinka of Marial Bai of Western Bahr El-Ghazal State held a one-day-Reconciliation Conference in Khartoum to discuss the resolutions and review the recommendations of the Fertit-Luo-Dinka Marial Cross-Line Peace Recovery and Reconciliation that took place in Mapel Municipality of Bahr El-Ghazal from 14th-23rd March 2005 to iron out the differences that had befallen among them during the tribal conflict in Bahr El-Ghazal in 1985-1990.

The Conference was organized by the Western Bahr El-Ghazal State Peace Committee in collaboration with the SPLM Liaison Office in Khartoum State.

The conference was attended by over 300 people representing politicians, chiefs, intellectual, youth, students, women, and civil societies of Western Bahr El-Ghazal State residing in Greater Khartoum. The three ethnic communities were all represented.

The Reconciliation conference was held on Friday, June 24, 2005 at St. Augustine’s Secondary School in Khartoum under the theme: “Peace-Reconciliation-and Peaceful Co-existence”. The conference was held under the Auspices of SPLM Cdr. Dr. Tillar Deng Ring currently in Khartoum who represented the SPLM/A in this august gathering.

Addressing the participants at the conference, Dr. James Ukola the Minster of Health of Western Bahr El-Ghazal State, Wau who represented the Governor of Western Bahr El-Ghazal State appealed to the citizens of Western Bahr El-Ghazal to return home in Wau and develop their land, because Khartoum is not their mother land. He said, their state is in need of cadres in the fields of education, health, and public services, schools are vacated and no qualified teachers to help upgrade the standard of the schools. He said there are qualified teachers from Wau who remain in Khartoum to develop Khartoum this is unfair the Minister commented!

The minister lamented that Wau lacks good roads, infrastructures, and health services include qualified health workers. Dr. Ukola said drugs are obtained often from UN Agencies to help the people in need.

Dr. James Ukola appealed to the Peace Committee of Western Bahr El-Ghazal State and the SPLM to hold another Reconciliation Conference in Wau because Wau is where the conflict took place and people there experienced bitter moment where many were tortured, raped and maimed against their will. It was neither in Mapel nor Khartoum! He said people of Western Bahr El-Ghazal State are for peace and Reconciliation!

SPLM Cdr. Dr. Tillar Deng Ring, the Patron of the Day, acknowledged the appeal of the Minster of Health of Western Bahr El-Ghazal State for calling for another conference to be held in Wau. He pledged that he would do something about that.

Cdr. Tillar told the participants to the conference that the Comprehensive Peace Agreement (CPA) is different from the rest of the Peace Agreements signed in Sudan, because the CPA recognizes that there will be Government of South Sudan (GOSS), which has never been there in the history of the South since Sudan came into being. This is the first time in the history of the South and of the Sudan!

He said, issues of South Sudan, Nuba Mountains and Southern Blue Nile Region have been dealt with in their totality but there remains only the Darfur problems!

Cdr. Tillar said the policy of the SPLM is to unite the people of the Sudan, and said that Southerners must unit and safeguard their motherland and develop it. He assured the participants that there will general amnesty for all the offences committed, both the SPLM/A and the Armed groups in the South.
