Southern Sudan – Abyei Displacement

OCHA Situation Report No. 1, 20th May 2008

SITUATION

  1. Following outbreak of conflict in Abyei town last week, largely Dinka Malual and Dinka Ngok residents of Abyei town have fled southwards. The majority of displaced have arrived  in Twic County in Warrab State (Abatok, Awal, Wunpeth, Malual Alio) and Agok in the border area. Locations and numbers affected in areas South of Abyei in South Kordofan not yet confirmed.
  1. Further displacement into Aweil East in Northern Bahr el Ghazal was reported, on 19th May into Mabil town (SSRRC reports 129 HH / 390 individuals). Update requested from WVI and MSF F on recent assessment and response.
  1. Displacement into Mayom and Abiemnom in Unity State also anticipated and being monitored by UN agencies with SSRRC.
  1. Figures of affected populations by location are not yet confirmed. Working figures are being revised by WFP on the basis of registration and distribution. Current planning figure 60,000 displaced.
  1. Sources in the region have confirmed that fighting is still occurring in Abyei. UN security representatives on the ground are monitoring the situation.

COORDINATION

  1. OCHA coordination cell established in Agok 
  2. OCHA has requested no additional agencies be deployed to Agok owing to limited logistics capacity to support teams. Agencies should base out of Turalei.
  3. Daily coordination meetings are being held in Juba at 1000 at SSRRC GoSS

LOGISTICS

  1. IOM has ten trucks departing Juba for Wau today to support transport of relief items from Wau and has nine trucks and one fuel tanker stationed in Wau ready to support cargo movements as requests are forwarded.
  2. Mercy Corps making two 4MT trucks available about of Turalei to support the response.
  3. Implementing agency operational bases being established in Turalei.

INTERNATIONAL ASSISTANCE

Water and Sanitation

  1. Medair will deploy a WASH emergency response team to Turalei tomorrow to assess and begin response planning with Unicef support
  2. PACT, UNICEF, CRS, Goal and Mercy Corps are working to establish eight water yards and ten boreholes across the five cluster areas in Twic County
  3. UNICEF has deployed their emergency WASH coordinator to Agok today

Food Aid

  1. Food distribution sites identified in Abatok, Awal, Wunpeth, Malual Alio, Agok
  2. WFP – Save the Children UK food distribution commenced in Abatok on 19th May with 450 people receiving food. The remaining caseload of 2,550 will receive food today.
  3. 35MT of food received in Agok in preparation for distribution
  4. Further food commodities are being transported by WFP to distribution sites, two additional Rubb Halls are planned and additional staff and logistics support are being deployed to support registration and distribution.
  5. MSF F has distributed BP5 biscuits to 90 displaced households in Mabil in Aweil East and WFP will provide follow up food distributions

Health/Nutrition

  1. WHO Kadugli reports cases of diarrhoea and dehydration in Agok and Turalei amongst displaced. WHO has a two person team travelling to the affected areas tomorrow.
  2. MSF CH team has deployed and is setting up mobile clinics in Agok and Abatok with additional surgical capacity arriving in Turalei today
  3. GOAL is continuing their routine health services in eleven primary healthcare units including in Turalei and Awang and is working to ensure resupply of their more remote clinics
  4. MSF CH reports 20 – 30 malnourished children identified in Agok. Supplies of Plumpynut are arriving in Turalei today.
  5. AAH USA and ACF France will send a joint team to conduct nutritional screening and WASH assessment on Thursday and have suggested nutritional screening at food and NFI distribution points
  6. ACF France continues their routine nutritional programmes in Northern Bahr el Ghazal where they have been recording double normal admissions in recent weeks amongst the host population.

Non-food items

  1. NFI actors working to consolidate all available stocks.
  2. NFI planning figure reported from the field coordination meeting as 12,000 House Holds (HH)
  3. IOM has 2,000 NFI kits in transit from the North and has an additional 3,600 kits from their rainy season stocks in Khartoum that can be requested.
  4. WVI is hoping to divert 1,000 kits currently in Kuajok for the Abyei response and has further kits en route to the area
  5. 500 UNICEF NFI kits received in Agok and a further 500 expected today from MSF CH and a further 500 kits from MSF CH to arrive tomorrow in Turalei.
  6. NFI distributions in Twic will take place in tandem with food distributions on basis of WFP registration lists
  7. MSF F has distributed NFIs to 90 displaced households in Aweil East

Protection

  1. UNICEF Child Protection initiated awareness campaign with local chiefs for separated children and has started tracing work. To date three children have been reunited with their families.
