Dr. Garang Meets Omar El-Bashir in Kampala

The Chairman and Commander in Chief of the Sudan People’s Liberation Movement and Sudan People’s Liberation Army (SPLM/SPLA), Dr. John Garang de Mabior, this afternoon Saturday 27 July, 2002 met President Omar Hassan El-Bashir in Kampala Uganda. The closed-door meeting that lasted for two hours was also attended by H.E. President Yoweri Kaguta Museveni.

The three Leaders discussed in depth a range of issues related to the Sudanese Peace Process. Dr. Garang and General Bashir jointly applauded the Machakos Protocol which was reached between the Government of Sudan (GOS) and the SPLM in the Kenyan town of Machakos a week ago.

In general, the Kampala meeting raised and achieved the following:

  1. It signaled the commitment of the top leadership of the GOS and the SPLM/SPLA to what was achieved at Machakos.

  2. It contributed to confidence building measures between the two leaders. 

  3. It discussed and emphasized the necessity to broaden the peace process to include other Sudanese political forces so as to reach national consensus on a comprehensive political settlement.

  4. It recognized the Machakos Protocol as a step forward and a framework for negotiations on which a peace agreement could be built.

Finally, it is worth mentioning that the meeting between Dr. Garang and General Bashir had earlier been arranged by H.E. President Yoweri Kaguta Museveni before the Machakos round of talks as a supplementary effort to enable the two parties make progress on the fundamental and contentious issues of (a) the constitutional separation of State and Religion, and (b) the Right to Self-determination for the people of Southern Sudan and other marginalized areas. The two issues have been a persistent block in the Peace Process until they were recently resolved in Machakos.
