Due Date and Time for Recipient Offers: December 7, 2010, 17:00 Juba time Pact, Inc., with funding from the U.S. Department of State, Bureau of Population, Refugees, and Migration, Agreement Number SPRMCO10CA200, hereby requests quotes for a sale of one (1) new Toyota Land Cruiser and related items, in accordance with the specifications listed herein.

Background of the USAID WRAPP Project

Twenty years of civil war has resulted in enormous consequences for the people of Southern Sudan. Two million people have died and another 4 million have been displaced. Southern Sudan is one of the poorest areas in the world, with an estimated 90% of the population earning less than $1 per day. The war destroyed infrastructure, institutions, and physical capital. Economic growth was hampered and basic livelihoods were ruined. Economic infrastructure has been destroyed or damaged and commercial activity severely disrupted. The challenges are colossal as people of the region seek to simultaneously establish a new government, care for internally displaces persons (IDPs) and refugees, and build the economic infrastructure essential for prosperity and stability.

Through the State Department PRM agreement, Pact Sudan’s Water for Recovery and Peace Program (WRAPP) is supporting humanitarian relief in Jonglie and Upper Niles states.

Instructions to Bidders

Number of Quotes Per Bidder:
Only one quote per firm will be accepted.
Quote of Statement of Compliance:
Bidders are to offer a standard production of model cost closely matching the specifications mentioned in the RFQ and must provide technical details of the products offered.
Technical Specifications:
Vehicles offered must comply with the technical specifications provided in the RFQ.

Prices:
Prices should include full PDI (Pre Delivery inspection) before delivery to the end user. Bidder’s price quote shall provide transportation costs.

Currencies:
Prices shall be stated in US dollars ($).

Language:
The quote, as well as all correspondence and documents relating to the offer, shall be in English.

Validity:
Quotes shall remain valid for 60 calendar days from the due date for receipt of quotes. In exceptional circumstances, prior to expiry of the original offer validity period, Pact may request that the Bidder extend the period of validity for a specified additional period. A Bidder agreeing to the request will not be required to modify their quote.

Warranty and after sales service:
The Bidder should provide the details of their local distributor in country who will perform the full PDI (Pre Delivery Inspection). The warranty service covers a minimum of two (2) years or 50,000 kilometers whichever comes first.

Due Date and Time for Submission of Quotes:

Quotes must be received by Pact no later than the due date and time as shown above. Pact may, at its discretion, extend the due date and time for the submission of quotes by amending this RFQ.

Any quote received by Pact after the due date and time for submission of quotes will be rejected.

Evaluation of Quotes:
Quotes will be evaluated based on the following criteria:

  • Overall responsiveness of the quote
  • Conformation to product specifications
  • Total price
  •  Timeliness of delivery
  •  Warranty provision

U.S. Government Rules and Regulations:
The purchase contemplated by this RFQ will be funded under a U.S. Department of State, Bureau of Popultaion, Refugees, and Mighration, Cooperative Agreement held by Pact, Agreement Number SPRMCO10CA200. Information for Bidders

Clarification of Quotes:
During evaluation of the quotes, Pact may, at its discretion, ask the bidder for a clarification of their quotes. Clarifications are limited exchanges with a Bidder to resolve minor or clerical errors; they do not offer an opportunity for a Bidder to modify or change an offer.

Award Criteria:
Pact is not obligated to make an award by virtue of having issued this solicitation. Any award is predicated on Pact receiving funding for this express purpose from PRM. Pact can only make an award if the product fully complies with the technical specifications mentioned in the contract terms. Any award(s) will be made to the responsible bidder whose offer(s) has/have been determined to be most advantageous to Pact.

Pact has the right to withdraw or change this RFQ at any time. Bidders’ quotes are done so at the sole cost and expense of the bidder with no obligation on the part of Pact.

Confidentiality:
Information submitted in response to this RFQ will be held in confidence.

Contract Type:
The contract awarded will be on a Fixed Price and Quantity Purchase Order. Bidders should review the complete RFQ but special attention should be given to the following areas:
