SPLM–USA Secretariat Strongly Condemns the SAF Provocation in Abyei

The leadership of the SPLM – USA Secretariat, in the strongest terms, condemns the heinous crimes committed by the Sudanese Armed Forces (SAF) in the Abyei region of Southern Sudan. On February 27, 2011, combined forces of the Misseriya tribes, SAF and the so-called Popular Defense Forces (PDF) sanction by the National Congress Party (NCP) of Khartoum, attacked and burned to ashes Todach, Maker Abior, and Yura villages of Dinka Ngok in the Abyei region killing a score of civilians mostly women and children. Local authorities have reported over 150 people killed and 50 wounded.

It disturbs the conscience of any able minded individual that the NCP is still employing its old tricks even after the recently concluded plebiscite by the people of Southern Sudan overwhelmingly choosing separation, which is a direct result of those tricks. The proverbial “one cannot teach old dog new tricks” is certain in play when dealing the NCP junta and the world must be aware of that.

It is to be noted that Abyei region was suppose to hold its referendum at the same time as that of Southern Sudan, but because of the NCP sabotage, the exercise never took place notwithstanding the fierce effort by the SPLM to see to it that this provision of the comprehensive peace agreement (CPA) be implemented in a timely fashion. It is now quite clear that the NCP has trashed Abyei provision of the CPA in the dustbin and planned to take Abyei militarily. To that end, the SPLM – USA Secretariat calls on the UN, the IGADD, and all the CPA stakeholders, particularly the United States to do or help guarantee the following in order to avoid an imminent return to war:

 Hold Abyei referendum before July, 2011
 Implement the Permanent Court of Arbitration (PCA) ruling
 Implement the Abyei Border Commission (ABC) recommendations
 Demarcate the South/North border
