CABINET MEMORANDUM: Proposal For The Development Of The New Capital City Of Southern Sudan

Presented by: Gen. Oyay Deng Ajak, Minister of Investment on February 2011

1. Context

The Government of South Sudan (GOSS) under the leadership of H.E. President Gen. Salva Kiir Mayardit is more than ever focused on the country’s prosperity. With the inevitable independence of Southern Sudan looming in the horizons, a new strategy for development needs to be outlined and defined by the government.

The process of development is driven by two key ingredients.  These are the political will of the government and its ability to attract substantial investment into the country’s economy.  One of the elements of such development strategy includes the Government decision on identifying a political capital of Southern Sudan and preparation for its design and development.

2. Goals and Purpose of the Proposal

1. To put forth a proposal for the DEVELOPMENT OF A NEW CITY that would become the capital city of the independent Southern Sudan within the wider scope of the vicinity of the historical and political city of Juba.

2. To initiate the project development of a modern capital and a planned community as per international standards and modern urban planning with the minimum burden on the government.
