Lakes Youths Support For Provisional Constitution

"...if Mr. President doesn’t have powers to remove and or dissolve states governments and parliaments, who are failing their people, what would be the constitutional linkage between the president and the states?"

Lakes Youths Support For Provisional Constitution

Drafted Constitution of ROSS is better in its current form, no need for unnecessary proposed amendments

We as concern youth and students of Lakes state having realized the drafted provisional constitution of would be Republic of South Sudan made this concern. Determined to join hands together, encourage, guide and support one another as citizens of one nation and committed to peace, unity and equality with one another for the better future of South Sudan and we are also determined further to inherit a better South Sudan and the 49 years of wars turned to end in a dignified end

Taking into consideration the virtues of our cultural heritage, historical background and our values which inspire and characterize our reflection on the concept of our rights and welfare in a new nation do recognize that there is a need to grow in this nation and in an atmosphere of love, unity and happiness.

Though it would be overstating to say that the whole Lakes State youth do welcome the drafted constitution we would be equally underrating the fact that, the above mentioned constitution has been drafted by true patriots, nationalistic and political mature minded people rendering it as a best solution to the prevailing situation in the region and we therefore welcome it in its square form.
Being aware of the importance of good governance, conscious of our fallen heroes and heroines, vigilance of the future status of our nation, aware of vision and mission of our beloved leaders, and concern about the huge challenges that lie ahead of us, we therefore, reiterate our utmost desire to embrace that constitution without demanding any amendment even an A.

First and foremost, we want to put it clearly that South Sudan was founded on the values of justice, liberty, equality and progress. Our pioneers and visionary leaders worked tremendously to sustain those values to this day. Indeed, our movement for liberation has achieved successfully both on political and military arenas during the war of liberation. This achievement is attributed to unwavering stance of our historic leaders, coupled with competence and political capacity.

Comrades, it would be upon us as youth and future leaders of this nation to embrace any work that will lay for us a better political foundation. However it would be quite unfortunate if somebody may belief us here to be exaggerating. Having being aware of those who want to question the powers vested in the person of president, H.E. Salva Kiir Mayardit, we boldly stand and say; if you are an angel we don’t know you now (The devil you know is better than the angel you don’t know).

Conversely, within the remit of Southern Sudan political circles, there are voices calling for an almost entire overhaul of the provisions of the New Drafted Constitution, others though are discontent with the powers vested in the person of president and that some of them should be stripped. These emotional voices don’t understand the implication of post-secession South Sudan with its security and political complexities; the only panacea is for Mr. President to have more powers to curb and control dissidents and political alarmists who are used by Khartoum to undermine our efforts for a stable, viable and prosperous Independent Southern Sudan. Furthermore, if Mr. President doesn’t have powers to remove and or dissolve states governments and parliaments, who are failing their people, what would be the constitutional linkage between the president and the states? Without such powers, states may operate like confederates and their autonomy would derail the constitutional requirement of a United Southern Sudan where president is the National symbol with executive but not nominal powers.

The intent of those political reactionists, who are campaigning for constitutional amendments is to reduce Mr. President into Ceremonial or nominal figure, for their selfish political gains. That is only wishful thinking! We therefore, called upon the August house of SSLA to pass the current drafted constitution in its form. It is best for our current situation. If political trickery taught us anything to reckon with, we will remember bad times when southern Sudan was betrayed badly by political prostitutions such as the likes of 1991.

The political trends of Southern Sudan, should be controlled and directed for southern Sudanese and by southern Sudanese who never betrayed the cause of this great nation, we don’t want external political radar to control the political situation of our Nation, within the remit of our political dispensation. Opposition groups or individuals who are adamant for a need to amend the RoSS Constitution harbor clandestine political agenda, they are only scrambling for power but we believe that the National cake of southern Sudan will be for everyone who has the cause of South Sudan in his/her heart.

Notwithstanding articles 100 and 101, and without prejudice to the generality of the powers conferred upon our president, the opponents of this drafted constitution should be made to understand that SPLM has a National Political Agenda that is inclusive, comprehensive and broad-based. Therefore, all the drum beaters who are making sarcastic noise about the proposed changes within the drafted constitution should wait for full independence of Southern Sudan comes 9 July. If their entire claim is about power, they must wait for the time of elections.

The powers of the president in the legal point of view will not be translated to mean implicit dictatorship as others want us to believe what the technical committee knew was the prevailing security situation of our country, it needs such powers for checks and balance in governance.
