Communiqué of the First Women Conference on Effective Promotion Of Women Participation In Nation Building In The Republic Of South Sudan

Held in Warrap – COTAL Conference Hall 9th -11th AUGUST 2011  



We the women leaders from the five States of Lakes, Unity, Warrap, Western Bahar el Ghazal, and Northern Bahr el Ghazal of the Republic of South Sudan met in Kuajok-Warrap State from the 9th to 11th August 2011 to deliberate on Women Role in Nation Building of the New Republic of South Sudan.


Aware of the many challenges that confronts our new nation of the Republic of South Sudan some of which are; poor infrastructural facilities, high level of illiteracy among women, high infant and maternal mortality rate, poverty, corruption, HIV/AIDS pandemic, gender inequality, peace and security problem to name but a few.


Knowing that development is a process that requires collective involvement and participation, we the women from the five States are committed to implement the South Sudan Development Plan (SSDP) 2011-2013 and support the government through women effective participation on developmental projects, basic service delivery and any appropriate project that will reduce poverty, promote unity, stability and prosperity in our new Republic of South Sudan.


We the women that attended and participated in this conference, send a strong message that we unanimously reject any armed group that would want to claim power/position through violence and any other undemocratic means now or in future. We unanimously commit ourselves to support only leaders who came through democratic means because they are legitimately elected and accepted by the people of South Sudan. We unanimously recognize the leadership of H.E. President General Salva Kiir Mayardit and will continue to support him because he is elected by the will of people of South Sudan.


The conference was centered on seven main issues of concern that are affecting peace, stability and prosperity of women in the five States. These include;


I)        Economic Empowerment of Women,

II)    Women Security

III)     Laws and customary laws of South Sudan

IV)  Education of women

V)      Challenges affecting mothers and women today

VI)   South Sudan Development Plan

VII)  Ratification of international and regional conventions such as (Convention on the Elimination of All Forms of Discrimination Against Women CEDAW), The Declaration on the Elimination of Violence Against Women(DEVAW), The Protocol on the Right of Women in Africa (PRWA), The United Nations Security Council Resolution 1325 on Women, Peace and Security.




We the women from the five States, after a lengthy discussion during the three days conference, have resolved that the government of the five States adopt the following resolution:

  • Fulfillment of the affirmative action of 25% and adoption to 30% as declared by the African Union and reiterated by the first President of the Republic of South Sudan General Salva Kiir Mayardit.
  • Effective implementation of SSDP priority especially the Cash Transfer.
  • Adopting a gender responsive planning and budgeting in the five states
  • Formulation and implementation of domestic family laws/acts to protect women rights
  • Promotion and access to micro-credit facilities by women
  • Reducing and adopting a unified and revised system of bride price in the five States
  • Strengthen and improve public service sector reform to protect the right of women
  • Establishment of women network across the five States
  • Establishment of follow up committee in the five States on implementation of the Conference recommendation and resolutions on annual basis
