The Government of Upper Nile State submitted a request through the Government of the Republic of South Sudan to the Government of Japan for development of comprehensive master plan in Malakal Town in June 2011. During their stay, the mission team had a series of discussions with relevant authorities from both the Republic and Upper Nile State government, and detailed design of this project is concluded by signing of this Minutes of Discussion.

This project is composed of three components such as 1) Development of comprehensive master plan in Malakal town for economic and social infrastructural development including water supply, river port, road etc, 2) Implementation of urgent projects which will come out from the master plan, and 3) Human resource development in relevant sectors.
