The decree No.09/2012 relieved all ministers without being reappointment. The top State officials were relieved without indicating sufficient reasons. However, the decree didn’t affect the state advisors.
On 25th April 2012, Lakes state deputy governor who was also the minister of education Mr. Daniel Ayual Makoi was similarly relieved.
However, the newly appointed deputy governor Mabor Achol Kuer has been under heavy criticism by the Achol community of Rumbek East County Community of Lakes state over alleged statements he made in 2009 while serving as the Yirol East county commissioner.
The said conflicting remarks drew mixed reactions in a meeting where Rumbek East County leaders were claiming the return of their looted cattle in Yirol East County in 2009.
Mabor strongly denied the allegation after being sworn in power on April 25th 2012

Why ask for reason when relieving a minister or any sort of constitutional appointment?. If it's constitutional for the governor to appoint ,it implies that the governor is constitutionally obliged to relieve. Journalists must not be complicit.
