Dear Sirs,

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Dag-Hammarskjöld –Weg 1-5, D – 65760 Eschborn, Federal Republic of Germany, hereinafter referred to as "The Employer”, represented by the GIZ Country Office Juba in South Sudan in cooperation with the Program “Development of the Urban Water and Sanitation Sector in South Sudan” (GIZ-DUWSS)” intends to:
 
Award the Construction of various water and sanitation facilitie contained and specified in six different lots described hereunder, further defined in the tender documents and attachments hereto.
 
The execution of the works will be performed within the frame of the  Technical Cooperation between the Federal Republic of Germany and the Republic of South Soudan, co-financed by the French Government.
 
The award procedure is determined as “Open Tender”.

Tenderer are invited to submit, free of charge, and without obligation on part of GIZ, a bid on the basis of the following terms and conditions. Non-conformity with all conditions mentioned could lead to the exclusion of the bid.

Eligible Tenderer must submit their tenders for one or more of the above mentioned lots. There is no limitation in the number of lots to be offered. Bids for all of the 6 lots are preferred. Nevertheless the Employer reserves the right to award separate contracts for those lots.
 
A consortium with a South Sudanese Company will be an advantage.
 
As part of the Capacity Development in and for South Sudan, the technical offer will be scored with 70% to guarantee best standards of work and the financial offer will be scored by 30%. Evaluation Grid is attached (Annex 9)
 
All financial offers differing more than 30% of the confidential cost estimation will be rejected.
 
1.            Contents of work, location and priority
 
The tender is for thesupply/installation of 6 different types of facilities each under a separate lot:
 
Lot 1: 4 Water Kiosks + Water Tanker Filling Station + Distribution and Transmission Systems
Lot 2: Biogas Latrine + Ablution Block
Lot 3: 3 Blocks of School Latrines + Handwashing Facilities
Lot 4: Sludge Disposal Pond
Lot 5: Septic Tank in Slaughterhouse
Lot 6: Elevated Tank
 
All Facilities are located in Yei Town, South Sudan.
 
The constructions of drinking water facilities, related to Lot 1 and Lot 6, have the highest priority to be finished first!
 
The situation requires an intervention to improve access to safe water for communities. Therefore the expected beginning of activities is set to be 15th October 2012 and tests; disinfection (for drinking water related facilities) and commissioning have to start immediately after installation is completed. Envisaged Time Schedule is attached (Annex 5)

3.            Bid - Currency
 
The pricing can be carried out in the following currencies:
  • USD – US Dollars
  • EUR – EURO
  • SSP – South Sudanese Pound
The basic and leading currency for calculation of exchange rates is the EURO (USD/SSP = Euro) as per date of tender opening. The bidders should submit in one of the above mentioned currencies. If bidders submit several different currencies in one bid, their bid will be rejected.
  
4.            Bidders special requirements and fulfilment
 
Beside conditions and regulations stipulated in the Tender Conditions for Contractors, Special Tender Conditions, the Contract and the Tender Documents eligible Tenderermust fulfil the following criteria and submit following documents:

  •  Acceptance of Specimen of Contract for Construction Works on Measurement
  • Basis (Part of financial bid only!)
  • Letter of Submission (Form)
  • BoQ (Part of financial bid only!)
  •  Form of Tender (Part of financial bid only!)
  • Work Schedule
  • Full Company Profile including:  
(i)            Company Information: Association, proof of valid registration as a construction company in the Department of Physical Infrastructure in South Sudan, proof of valid registration at Yei River County/Payam (can be done afterwords), address, contact person(s), telephone and email as well as bank details and a valuable bank guarantee.
(ii)           Presentations of company: Infrastructure, resources, management structure, staffing structure. 
(iii)          Information on financial capacity of Applicant: Registered capital, turnover of the last 3 years (if Applicant is operating less than 3 years: of the years of operation), cash at hand, credit facilities.
(iv)         List of project References and Certificates of Completion covering the last 3 years (or since start of operation if less than 3 years) and strictly related to the mentioned construction services. The Contractor shall demonstrate his/her suitability for the proposed works.
(v)          List of available personnel structure for the mentioned construction services with information about education, professional experience, years within in the firm, specific project-related experience. This list shall allow a profound judgment on the contractors’ general ability to provide the required personnel having the specific experience for the project in case of an offer. Only permanent and available staff shall be listed.
 
The provided Bill of Quantity for the different lots and all other templates (forms) needs to be used.

Only technical questions will be accepted. Please indicate the tender reference on the subject of your inquiry e-mail. On your mail, please include the name of your company, your full name, position, and your telephone number. Questions and associated answers will be responded back via e-mail.
 
6.            Submissionof bidding documents
 
The Tender shall be submitted to the address stated in and in prior to the time and date specified hereunder.
Bid received after the fixed date and time of submission will not be considered.
 
Bidders that do not reside in South Sudan shall send your bid via courier service. Only hard copy bids are accepted.

7.   Tender Closing Date:
The closing date for submission of bids at the address as mentioned under - 6.1 is:  25th September 2012 at 10:00am
 
8. Bid Validity:
The bid must be valid two months (60 Calendar Days) from the tender closing date.
 
9. Language:
The language of the bid shall be English.
 
 10.  Participation in tendering
If you are willing to execute the Works you are requested to send or hand in the enclosed Draft Contract for Construction Works on Measurement Basis together with all annexes, exclusively prepared in English language, completed and signed by a duly authorized person, as part of the financial Offer (see § 6.2 above).  
 
11.  Withdrawal of tender
 Tenders may be withdrawn by letter, telex, telegraph, fax or email with an attached letter in PDF-format, prior to the submission time and date.
