The new chairman of the National Constitution Amendment Committee (NCAC) Mr. Gichira Kibara said he is optimistic that South Sudan will make a successful constitutional breakthrough, despite the challenges.
Following conflicts over land in some residential areas where one land is allegedly sold to three or two buyers by landlords, or two owners claiming ownership of one plot, the town municipality under the town Mayor has issued an executive order cancelling surveys or public buy-outs of some plots.
