Program:  Building Responsibility for the Delivery of Government Service (BRIDGE) Program

1. WASH Project Officer

Reports to:     WASH Project Specialist
Location:         Warrap States (Kuajok)

Organizational Relationships

This position reports to the WASH Project Specialist and will work with the Team Leader, BRIDGE Program staff, partners, and other Winrock personnel as necessary.
 
Position Summary

The Water and Sanitation Project Officer will work with local communities to develop and/or strengthen water and sanitation activities through Community Action Groups (CAGs). He will develop relationships with communities and help them groups articulate their needs and develop action or implementation plans, in order to improve communities’ capacity to create social good and economic growth.

Major responisibilities

  • Conduct community needs assessments using participatory approaches;
  • Provide training and technical assistance  to water management committees (WMC)
  • In conjunction with rural water department (RWD), supervise the work of contractors in drilling, latrine construction and rehabilitation of hand pumps
  • Work closely with partners implementing WASH activities
  • Participate in joint field visits with the county WASH officers
  • Work closely with WASH specialist in training the ministry officials to conduct water source inventory and in  updating or establishing WASH database
  • In collaboration with the Governance Team provide training and/or technical guidance government entities for the identification of community needs and projects, and the establishment of sustainable mechanisms for government-community interactions;
  • Develop and guarantee the implementation of community development actions or implementation plans following BRIDGE integrated approach;
  • In collaboration with Governance Team and WASH Project Specialists, interface with NGOs and/or government institutions and seek opportunities to facilitate service provisions to communities;
  • Support communities in the drafting of Local Government Development Funds proposal and provide required follow-up for implementation.
  • Participate in work plan drafting and prepare program reports as needed;
  • Complete Monitoring & Evaluation forms or other instruments;
  • Complete any other tasks as assigned by Winrock.

Qualifications, Experience And Competences

  • Bachelor degree in social sciences, development economics, international development, or related field.
  • Minimum 3 years experience, preferably in community / rural development or poverty reductionExperience in cooperating with local planning authorities and in capacity building
  • Should have previous experience working on USAID or international development projects;
  • Experience must demonstrate the ability to work within and understand intricate government structures and to successfully administer programs under complex situations;
  • Excellent management, communication, and organization skills are essential. Basic computer skills (word-processing, spreadsheets, and databases) are required.
  • Ability to work as part of a multi-cultural team. Show initiative and be able to work with minimal supervision. Willingness to travel frequently in remote areas, and live under fairly basic conditions  

 2. Water and sanitation Liaison Officer

Position Summary

The water and sanitation Project Liaison Officer is responsible for conducting community mobilization and coordinating the establishment of water management committees’ activities at the Boma and PayamLevels. She/he will work closely with the Local Government (LG) authorities, Community Based Organizations, youth groups, farmers’ association, and departments of Education, Agriculture, Water and Sanitation and Hygiene. Specifically, the Liaison Officer will:

Major Responsibilities

  • Work with the water and sanitation Project Officer to assist in the establishment/reinvigoration of  water management committees (WMC) at the village
  • Help mobilized and sensitized communities about the roles of the CAGs/WSGs in water resource management
  • Facilitate the WMC elections at the Village level
  • Coordinate and participate in the meetings of the CAGs/WSGs/WMC as well as town hall meetings
  • Assist the Community Action Groups – watsan department in preparation of the community development projects to be funded with the Local Government Development Fund (LGDF)
  • Participate in joint field visits with the LA WASH officers
  • Performs other duties as assigned by the supervisor

Qualifications and Requirements:

  • Bachelor degree, preferably, in Sustainable Development, environmental studies, Community Development, Social Work, or other related fields
  • Must have worked as community mobilize for, at least, one year
  • Excellent management, communication, and organizational skills are essential
  • Proficiency in computer (word processing, excel, and internet) is an added advantage
