Reports to: Governance Advisor - BRIDGE Program.

Organizational Relationships

This position will report daily to the Governance Advisor, and will work with the field governance team, the Senior DG Advisor, Team leaders, Consultants, BRIDGE Program staff, and other Winrock personnel as necessary.

PositionSummary

Under the supervision of the Governance Advisor, the Governance Project Officer will fulfill a range of information-gathering, analytical, implementation and monitoring responsibilities.  The Governance Project Officer will be mainly responsible for the implementation and management of BRIDGE Financial management (FM) activities. This will require continuing and regular contacts with BRIDGE targeted State institutions and officials and interaction with key implementing partners in targeted BRIDGE states.

The Governance Project Officer will be based in Unity State (Bentiu) with some travel as needed.
 
Major Responsibilities

• Develop and maintain a range of working contacts in governmental institutions at state and county level, key governance implementing agencies and non-governmental organizations, private sector circles to support the identification and implementation of program complementarities and synergies.

• Liaise, train and work closely with State Ministry of Finance and BRIDGE targeted spending agencies, including county authorities, to successfully implement and monitor FM activities. This will also include close coordination and collaboration with UNDP, Tribal Helm, any other relevant partners, and regular consultant(s) to:

(1) Ensure program alignment with GOSS and State priorities as well as compliance with guidelines and processes,

(2) Strengthen State and LG financial management and audit capacities to better manage, control, and report budget execution, through classroom and on-the-job training and mentoring.

• In addition to FM activities, under the leadership and guidance of the Governance Advisor, the Governance Project Officer will be responsible to coordinate Tax administration activities. Activities will include training, mentorship and implementation of awareness/education  campaigns to strengthen tax administration capacities of State and Local Government officials supporting the adoption of transparency and accountable measures;

• Coordinate with the Governance Project Specialist and Liaison officer in the maintenance of a document tracking information system for the Governance component team. This information system will keep activity managers informed of funding status, outstanding reports, and the status of other documentation.

• Work closely with Governance Project Specialist and Liaison officer to guarantee the successful implementation of BRIDGE Governance component.

• Work with Governance Advisor to prepare work plans, budgets and program reports as needed for the timely implementation of the program.

• Assist the drafting of weekly, quarterly and annual reports to BRIDGE Management and USAID/Sudan.

• In coordination with the Governance Advisor, support the design and update of BRIDGE M&E, definition of governance indicators, monitor activity implementation and evaluate progress.

• Complete any other tasks as assigned.

Qualifications and Requirements

Education:  Bachelor Degree required, preferably in as political science, international relations, journalism, law, economics, sociology, public administration, or equivalent will be an advantage.

Work Experience:  Minimum 2 to 3 years experience required in FM activities, as well as implementing and managing development projects, in government capacity building projects, including technical and administrative experience managing. Familiarity and/or experience in implementing and monitoring tax administration activities. Experience must demonstrate the ability to work within and understand intricate government structures and to successfully implement programs under complex situations.

Skills: Excellent communication and organization skills are essential. Ability to work collaboratively in teams, build consensus, and effectively coordinate with internal and external actors is highly desired. Strong and good interpersonal relationship and able to work under pressure. Basic computer skills (word-processing, spreadsheets, and databases) are required. 


2. Governance Liaison Officer

This position will report daily to the Governance Advisor, and will work with the field governance team, the Senior DG Advisor, Team leaders, Consultants, BRIDGE Program staff, and other Winrock personnel as necessary.

Position Summary:

Under the supervision of the Governance Advisor, the Governance Officer will provide administrative and programmatic support in the implementation and monitoring of BRIDGE government capacity building component program by assisting the design, implementation and monitoring of planned activities such as workshops, training packages and mentoring systems to State and County institutions.

The Governance Liaison Officer will be based in Unity State (Bentiu) with some travel as needed. 
 
Major Responsibilities:

• Assist in developing and maintaining a range of working contacts in governmental institutions at state and county level, key governance implementing agencies and non-governmental organizations (NGOs) to support the identification of program complementarities and synergies.

• Participate in meetings and briefings with State and Local Government institutions, key governance implementing agencies and NGOs, and provide records of these meetings. Follow up on decisions and recommendations made in such meetings to ensure that actions are taken.

• Participate and support the design and implementation of workshops and training of BRIDGE targeted State and County institutions. This includes organizing, compiling and distributing training and workshops materials as well as supporting documents as needed.
 
• Assist and/or conduct follow up meetings/sessions with government institutions to implement mentoring systems or mechanisms to strengthen State and LG planning and budgeting, financial management, human resources management and tax administration activities.

• Establishes and maintains tracking systems of government institutions. This includes tracking records, basic information on the institutions (mandates and structures), their sector activities and performance, type and number of projects under implementation and projects carried out successfully, unsuccessfully, etc.

• Performs, arranges, and coordinates field trips and site visits to assist and/or interact with state and county officials, monitor activity implementation and collect Monitoring and Evaluation (M&E) data.

• Prepare correspondence (letters, invitations, memoranda, etc.) as needed.

• Arrange meetings with government institutions and officials, key DG implementing agencies and NGOs;

• Work with DG Advisors to prepare work plans, budgets, and program reports as needed for the timely implementation of the program.

• Assist and/or participate in the design and update of BRIDGE M&E, definition of LG indicators, monitor activity implementation and evaluate progress.

• Complete any other tasks as assigned.
