Organizational background

Winrock International is undertaking a program by the name BRIDGE funded by the United States Agency for International Development (USAID). BRIDGE stands for Building Responsibility for Delivery of Government Services. The main objective of the program is to strengthen the ability of the state and county governments in the Republic of South Sudan to plan and deliver essential services and empower the communities to become active partners in their development and reconstruction.

Winrock International BRIDGE program seeks applications from qualified professionals for the position of Finance Manager based in Juba. The Finance Manager reports to the Deputy Chief of Party and will work closely with other finance team as well as Winrock staff and partners.  The main purpose of this job is to implement financial policies and maintain financial records by preparing accounting reports and statements, reconciling accounts, and processing/reviewing journal entries and vouchers ensuring compliance with organizational policies and procedures

Major Responsibilities

•  Ensure financial systems are maintained to comply with appropriate WINROCK and donor policies
• Assist  in preparation/extraction of monthly financial accounts, including computer data entry, preparation of support schedules according to WINROCK standards
• Review field office financial summary and analysis reports and vouchers
• Ensure monthly reconciliation of advances and other balance sheet accounts.
• Provide financial and budget advice to Team Leaders, Associate Team Leaders, Field Accountants and management to ensure compliance with WINROCK policies and procedures
• Liaise with appropriate partners regarding financial and accounting issues.
• Orient new staff to BRIDGE systems and procedures and provide opportunities for training and development for finance and accounting staff
• Coordination with all accounting offices in South Sudan and Nairobi
• Direct supervision of financial office personnel (accountants, support staff) in Juba
• Ensure efficient , and transparent handling of all accounting and cash transactions in Juba and coordinate with all other offices for this purpose
• Maintain the accounting records and coordinate the preparation of monthly reports and reconciliation
• Review all financial transactions for compliance with regulations, policies and procedures
• Assist in coordinating communication with Home office regarding all financial aspects of work
• Personnel training, including training to the field offices personnel\Performs any other duties as assigned

Qualifications

Qualifications/Experience/Skills:

1. Education: A bachelor’s degree of in relevant field (e.g.  Business Administration,  Accounting,)

2. Experience: Minimum of three years experience of working with USAID funded projects in South Sudan using a computerized system

3. Competencies: Excellent knowledge of USAID rules and regulations. Good working knowledge of WINROCK systems and procedures; 

  • Expert user of Ms Office products especially Excel, Microsoft Access user-level knowledge required;
  • Good interpersonal and communication skills, reliable and trustworthy;
  • Demonstrated ability to work in a fast-paced, detail-oriented environment; Willingness to travel frequently in remote areas, and live under fairly basic conditions;
  • Excellent interpersonal, organizational and time management skills.
  • Excellent communication skills in English(oral and written);  Strong attention to detail;
  • Tolerant and sensitive to cultural,  gender and religious diversity.
  • Demonstrated capacity to function well in a team and contribute effectively.
