Job Description

 

Context

 CAFOD has supported relief and development activities in Sudan since the 1970s, establishing an in-country presence in 2005. CAFOD has offices in Juba. Currently CAFOD supports three Partners in Central and Western Equatorial States – Catholic Diocese of Tombura – Yambio (CDTY), Archdiocese of Juba and Diocese of Yei. We also support a number of national NGOs and Ecumenical faith based NGOs. In Western Equatorial State (WES), CAFOD works with the Development and Peace Office of the Catholic Diocese of Tombura-Yambio (CDTY) supporting emergency, livelihood and HIV & AIDS programmes. In Diocese of Yei, CAFOD has supported emergency response activities and is in the process of developing longer-term programme commitments in Livelihoods and WASH. In Juba, CAFOD works with the Sudan Aid and supports livelihoods and emergency response programmes

 

Job purpose: 

The purpose of ERO is to provide humanitarian expertise, emergency response capacity, support and advice to CAFOD’s programme staff and partners in South Sudan. To contribute to the delivery of effective and high quality humanitarian assistance, preparedness, and risk reduction through CAFOD programmes.  Central to CAFOD’s humanitarian response is working with and alongside CAFOD partners in providing support, expertise and building long-term capacity. The ERO shall plan and coordinate emergency response and recovery activities and ensure delivery of quality programmes across the country.

 

Job scope:

The ERO shall be

 

·          a member of the South Sudan Emergency Response Team (ERT), South Sudan country team as well as regional humanitarian team.

·          ERO shall work across the country programme on emergency response and recovery activities and with different partners.

·          Works and coordinates closely with the WASH Manager, Logistician, Livelihoods Officers and Accompaniers and counterpart staff from CAFOD Partners.

·          A member of CAFOD humanitarian emergency response and surge capacity team that can be deployed beyond the borders of South Sudan to provide support and expertise to humanitarian programmes.

·          The position is based in Juba, Central Equatorial State (CES) with frequent field travel and extended secondment to partners based on needs.

·          The position has no line management responsibility. 

 Accountability:

The post is located in Juba, Central Equatorial State (CES), with extensive field travel, sometimes on a short notice

The post holder will report to the South Sudan Humanitarian Programme Manager based in Juba, Central Equatorial State.

 

KEY RESPONSIBILITIES

 

Emergency response and preparedness

 

§   Monitor and track significant humanitarian developments, documenting key findings, needs, responses and recommendations for sharing with country management and regional office through reports, monthly sitreps and Country Emergency Response Team (ERT) briefings.

§   Provide core response and standing capacity to respond to new and ongoing humanitarian work across CAFOD operational sites in Western and Central Equatorial States, Upper Nile States and any other part within the Republic of South Sudan as per need.

§   Working with country programme staff and partners to support implementation of existing humanitarian programmes and development of new ones.

§   Provide technical support and guidance to CAFOD programme staff and partner organisations to ensure delivery of high quality assistance in relief, recovery and rehabilitation phases of humanitarian response and preparedness, as well as in community disaster risk reduction.

§   Reduce community vulnerability to risk by promoting Community Disaster Risk Reduction strategies

§   Strengthen emergency preparedness capacity of partners and communities.

§   As part of the South Sudan humanitarian team monitor and report on humanitarian crises throughout South Sudan.

§   When required be a part of CAFOD's humanitarian department emergency response and surge capacity outside South  Sudan.

§   When required, provide field level operational support, including needs assessment, monitoring and evaluation, programme leadership and management to CAFOD staff, partner organisations and interagency response teams responding to humanitarian crises, if necessary at very short notice and for extended periods.

§   Support the development, monitoring and reporting of humanitarian project budgets in accordance with CAFOD financial systems and procedures to enable timely management decision and action.

§   Promote improved programming by assisting CAFOD staff and partners to produce high quality project proposals and reports on humanitarian projects, often to tight deadlines.

§   Support effective programme monitoring among partners through development of M&E Framework, review of indicators on quarterly basis and carrying out regular field monitoring visits, programme reviews and evaluations. Create opportunities for lessons learning and dissemination of evaluation findings. 

 

Programme Quality, Systems and Standards

 

§  Support the implementation and maintenance of organisational systems and procedures for ensuring good practice and meeting sectoral standards on accountability and programme quality, including the Red Cross Code of Conduct, SPHERE standards, HAP-I and Child Protection.

§  Take lead role in promoting the adoption, implementation and monitoring of compliance with SPHERE and HAP-I and other standards on accountability to beneficiaries among CAFOD Partners.

§  Work with climate change and DRR advisors based in London and livelihood programme staff in South Sudan in coordinating and providing technical support in livelihoods, DRR and climate change adaptation.

§  Engage with policy staff in CAFOD, in particular the Humanitarian Policy Advisor based in London to ensure CAFOD’s humanitarian policy and advocacy is coherent and effective, and informed by our experience and that of our partners.

§  Liaise with the HIV & AIDS Programme Officer to mainstream HIV within humanitarian programmes and ensure needs of People Living with HIV/AIDS (PLWHA) are taken into account in all programmes including during beneficiary selection and targeting.

§  Liaise with the programme staffs and CMT to mainstream conflict sensitive approaches, identify potential advocacy opportunities and to integrate psychosocial support and peace-building initiatives into humanitarian programmes as appropriate.

§  Take significant responsibility in the implementation of Community Managed Disaster Risk Reduction (CMDRR) working in close collaboration with the Livelihoods team in South Sudan, CAFOD partners and other CI agencies involved in CMDRR activities, including carrying out assessment for risk mapping and hazard analysis

 

Representation and Communication 

 

§   Represent CAFOD in NFI / Emergency Shelter sector meetings, Emergency Preparedness and Response (EP&R) meetings and other interagency events for the purposes of coordination of response and sectoral policy development.

§   Develop supporter communications and work with the media, writing and undertaking interviews both on radio and television.

§   Provide support within a Caritas Internationals/confederation humanitarian response.

§   Build and strengthen relationships with sister agencies and agencies of strategic importance to enhance CAFOD visibility and contribute to successful in-country fundraising initiatives.

§   Work flexibly within the team environment of the Humanitarian Department and the Country Office, supporting other tasks in agreement with line management.

§   Ensure regular collection of field information from partners and communities to improve coordination, prioritization of humanitarian needs and support media advocacy work for CAFOD in the country, region and HQ and document these in form of case studies and community stories of change. 

 

International travel and work

 

·                 Be willing to undertake fieldwork for up to four months per year (possibly more in exceptional circumstances) and undertake the above tasks in project locations throughout South Sudan and at times outside of South Sudan, sometimes in insecure environments and at short notice.

·                 Be part of the Humanitarian Department and Regional surge capacity.

International Division

 

The purpose of International Division is, in collaboration with our partners, to have a lasting impact on poverty and injustice through development programmes, advocacy, and humanitarian response. The International programme will promote learning, strengthen and empower communities and people in need regardless of their race, gender, religion or politics, and build links between CAFOD supporters and partners overseas. The International Division (ID) also aims at encouraging and responding creatively to requests from new and existing partners for financial assistance for development and emergency programmes in Africa, Asia and the Pacific, and Latin America and the Caribbean. There is also a limited programme in the Middle East and a programme in Eastern Europe.  An increasing aspect of the Division's work is to support overseas partners in training, capacity‑strengthening, networking, information, and solidarity and advocacy action. When possible and appropriate, CAFOD works in collaboration with close strategic partners (e.g. Trocaire, Christian Aid and Islamic Relief). Country Team

CAFOD opened an office in Juba in 2007. CAFOD operates a field-base in Maban County, Upper Nile State. The South Sudan Country Programme was until 9th July 2011 operating as part of the CAFOD Sudan Country Programme with country office in Khartoum and Programme office in Juba. After Independence, South Sudan Country Programme was fully established with the Country Management Team (CMT) and Country Representative based in Juba. Country Programme has both Humanitarian and Development programmes across the three dioceses and States where CAFOD works in.

Terms and Conditions

 

Contract

A  12 months     contract, including a  3 months     probationary period is offered. Renewals possible based on performance  

Salary

Grade  6b:

Notice period

One Month either way, following confirmation in post. 2 weeks notice period either way during the probation.  

Holidays

20 days per annum as per Southern Sudanese Labour Law.

National Social Insurance

CAFOD will contribute 17% to the National Social Insurance Fund (NSIF) as per the Labour Laws and the staff will contribute 8% each month of employment.

Health care:

CAFOD offers an annual medical cover of SSP 1,750 on reimburse of cost basis.  CAFOD also provide insurance cover for staff travelling on official duties outside their duty stations.

Working Hours

A minimum of 40 hours of work per week will be worked, following the normal working patterns in Republic of South Sudan, the exact hours of work will be as per the requirements of the programme and agreed by your manager. The work may require extra hours and this will be addressed as per the existing labour laws or as agreed between the staff and line manager.

 

Location

Juba, Central Equatorial State (CES) with regular frequent travels to the field in States where CAFOD is working with the partners.

Emergency Situations

The programme areas are prone to security fluctuation and consequently, CAFOD operates a staff security policy, which the post holder will be expected to comply with. In the event of an emergency which puts the CAFOD member of staff at risk, CAFOD will arrange evacuation.
